Dissertation THEORY CHAPTER 1.Review comments from committee and from practice presentation and make sure these are addressed in the new draft of theory chapter 2.Read the following for theory chapter: Centano (requested from library), Milner (for literature on ideas), Axelrod (Harnessing Complexity, Chapter 1), Krehbiel (Chapter 3), “Keeping the Promise” WB book (requested), True & Mintrom ISQ article on diffusion 3.Check Annual Reviews for Articles on policymaking and the role of ideas in politics to make sure I am getting my bases covered, look over Gormley’s review on public policy 4.Work in additional literature regarding difficulty and decision-making. (Callander, maybe think about the uncertainty literature, see who Page cites Blinder and Morgan 2005 experiments) (DONE) 5.Find a real-world policy example (other than pensions and healthcare) with which to make the case that policy issues vary on their degree of technical difficulty. (Develop the tax policy and environment examples; look for news articles & academic articles which indicate that businesses were given preferential access because of policymaking expertise) 6.Find a model that I can apply to the theory governing policymaking under technical difficulty. Look in Persson & Tabellini and also in Roland book. Perhaps a bargaining or delegation model instead of a bargaining model? (as in Callendar) 7.Theoretically develop how the larger policy context determines whether policymakers perceive technical difficulty or not. Is it just the number of policy options? The nature of policy options can introduce difficulty too as a given option might require a large number of policy specifications. The key is that it is the perception of technical difficulty. 8.Perhaps split the theory chapter into two chapters: 1) Perception of Technical Difficulty, and 2) Influence under Technical Difficulty (how technical difficulty creates an opportunity for certain actors to be influential)

THEORY CHAPTER
1.Review comments from committee and from practice presentation and make sure these are addressed in the new draft of theory chapter
2.Read the following for theory chapter: Centano (requested from library), Milner (for literature on ideas), Axelrod (Harnessing Complexity, Chapter 1), Krehbiel (Chapter 3), “Keeping the Promise” WB book (requested), True & Mintrom ISQ article on diffusion
3.Check Annual Reviews for Articles on policymaking and the role of ideas in politics to make sure I am getting my bases covered, look over Gormley’s review on public policy
4.Work in additional literature regarding difficulty and decision-making. (Callander, maybe think about the uncertainty literature, see who Page cites Blinder and Morgan 2005 experiments) (DONE)
5.Find a real-world policy example (other than pensions and healthcare) with which to make the case that policy issues vary on their degree of technical difficulty. (Develop the tax policy and environment examples; look for news articles & academic articles which indicate that businesses were given preferential access because of policymaking expertise)
6.Find a model that I can apply to the theory governing policymaking under technical difficulty. Look in Persson & Tabellini and also in Roland book. Perhaps a bargaining or delegation model instead of a bargaining model? (as in Callendar)
7.Theoretically develop how the larger policy context determines whether policymakers perceive technical difficulty or not. Is it just the number of policy options? The nature of policy options can introduce difficulty too as a given option might require a large number of policy specifications. The key is that it is the perception of technical difficulty.
8.Perhaps split the theory chapter into two chapters: 1) Perception of Technical Difficulty, and 2) Influence under Technical Difficulty (how technical difficulty creates an opportunity for certain actors to be influential)
